CHIC programs are funded by Home Investment Act (HOME) and Community Development Block Grant (CDBG), private funds from organizations such as the Iowa West Foundation (IWF) and residual income generated by development. CHIC operates its programs community wide but, collaborates with the City of Council Bluffs by focusing on deteriorated neighborhoods primarily located in the Neighborhood Revitalization Strategy Area.
Since CHIC was officially founded, the program has activity worked towards revitalization of neighborhoods in Council Bluffs. CHIC has redeveloped numerous deteriorated properties to produce over 65 new home sites. CHIC also has provided down payment assistance to over 265 new home buyers.
CHIC direction is provided by a Board of Directors’ which is comprised of seven individuals who reside and work in Council Bluffs and operates with one staff member, the Executive Director.
